How will recommended sewer improvements be paid for?

MSD is still in the planning phase of its sewer improvement efforts and has not yet developed final recommendations for action, so it does not know the total cost of the program at this time. The costs are expected to be in the billions of dollars, which will be spent over multiple decades. How these costs will be born has not been determined, but potential funding sources could include user rates, and state and federal grants/loan programs. Since the application process for federal and state grants is competitive, it is likely that user rates will constitute the prime funding source. As a financial and environmental steward of the community, MSD will propose the most cost effective solutions with the greatest benefit to the region and its residents.
